P20 WAGE INCREASE IN NORTHERN MINDANAO RTWPB-X issued Wage Order No. ROX-17 for an increase of P20.00 daily, where P10.00is integrated to the basic wage and P10.00 as COLA effective June 20, 2013. Starting January 2014, the P10.00 COLA will be integrated to the basic wage which pegs the minimum wage of Northern Mindanao at P306.00 for the non-agriculture category under Category 1 of wage classification. The new minimum wage of Northern Mindanao covers all types of workers in the minimum wage category in the private sector, regardless of position, designation or status of employment and irrespective of payment scheme. It includes workers paid on piecework, “takay”, “pakyaw” or task basis with work time not less than 8 hoursor a proportionate rate of the actual hours worked. It follows the labor code policy of payment of wages within a span of 15 calendar days and shall be in currency of general acceptability or in Philippine currency. Productivity-Based wages is being emphasized in this Wage Order through the installation of productivity improvement schemes utilizing mechanisms of time and motion studies, basic productivity tools such as 5s of good housekeeping, quality circles, labor management cooperation and implementation of gain-sharing schemes. Moreover, the new Wage Order also includes the issuance of an Advisory on Performance-Based pay by the Regional Board-X corresponding to the 2nd tier or the Performance-Based Pay which will serve as guidelines on productivity bonuses and incentives which has to be agreed by the employer and the worker. The performance-based incentives or the 2nd tier complement the floor wage or the minimum wage rate comprising the 1st tier of the two-tiered wage fixing system by virtue of this particular wage order. Wage Category V of Wage Order ROX-17 specifies the Sugar Agricultural industry identifying 11 activities and their corresponding rates along with two major areas such as Land Preparation and Cultivation, and Ratoon. Petition for exemptions, as mandated are accepted by the Regional Board 15 days from publication of the Implementing Rules and Regulations which have yet to be deliberated upon and formulated, subject to confirmation by the SECLAB Rosalinda Dimapilis-Baldoz. Massive information campaign including press conferences, tri-media network and wage clinique with stakeholders and social partners keeps the Regional Board preoccupied in the next days to come. /eup-June 5, 2013/
