I cant seem to find this document. But from what i can find Googling Article 23 refers to the United Nations Council on Security. From what i can gather. The power that allows the Rothschild Gang to monopolise the world through banking comes from an infiltration into the vatican and the real holy see. It is also stating at number 5 that every crime within the states, and im assuming the SEC registered STATES, is dealt with concurrent in the Holy See.
