TUAN NG WEI AIK [TANJONG] minta MENTERI KEWANGAN menyatakan sama ada pihaknya akan memastikan JKP Sdn. Bhd. untuk mengambil tanggungjawab sepenuhnya serta membayar pampasan kepada semua mangsa, termasuk pemilik kenderaan-kenderaan bermotor yang terlibat dalam insiden runtuhan konkrit dari bangunan UMNO Negeri Pulau Pinang pada 13 Jun 2013. Jawapan Menteri Kewangan: Untuk Makluman Yang Berhormat, Bangunan Menara UMNO 21 tingkat terletak di atas Lot 128 Jalan Macalister, Pulau Pinang telah dibeli oleh JKP Sdn. Bhd. (JKPSB) pada 17 April 2006 daripada Amanah Capital Properties Sdn. Bhd. Pada 13 Jun 2013 jam lebih kurang 6.45 petang, tiang penebat kilat dan tembok konkrit di Aras 21 telah runtuh dalam kejadian rebut dan angin kencang yang melanda Bandar George Town. Keruntuhan ini mengakibatkan dua kematian iaitu seorang pemandu kereta dan seorang lagi pemandu lori gas. Selain itu, insiden ini turut mengakibatkan kerosakan kepada lapan buah kenderaan. Untuk makluman Yang Berhormat juga, laporan awal telah diperolehi daripada Civil & Structure Engineer (C&S) iaitu Tahir & Wong Sdn. Bhd. dan arkitek T.R. Hamzah & Yeang Sdn. Bhd. iaitu syarikat yang bertanggungjawab semasa pembinaan bangunan Menara UMNO ini. Menurut Tahir & Wong Sdn. Bhd. (C&S Engineer) keruntuhan penebat kilat dan tembok konkrit di aras 21 tersebut dipengaruhi oleh faktor-faktor berikut: i. Extreme weather conditions beyond the norm in Penang. ii. Strong wind gusts created by these extreme weather conditions. iii. Strong wind forces and vibrations caused by the strong wind gusts on the lightning arrester pole causing it to reach its natural frequency of vibration. iv. These strong wind forces and vibrations on the lightning arrester pole were in turn transferred to the feature wall. v. The feature wall could not resist the additional wind forces and especially the excessive vibrations transferred to it by the lightning arrester pole thereby causing it to break. Tahir & Wong Sdn. Bhd. juga berpendapat “the building is safe as far as its structure is concerned. There were some minor cracks in walls at the roof level but these were old cracks in brick wall/parapet wall which can easily be likewise rectified.” Dalam pada itu, menurut arkitek yang bertanggungjawab semasa pembinaan bangunan ini berpandapangan seperti berikut: “based on the building’s Structural Engineers’ (Tahir & Wong Sdn. Bhd.) Report of the likely causes for collapse of the steel lightning arrester pole and RC feature wall, it is concluded that the collapse of the mast on 13 June 2013 was due to the unusual freak storm that has brought exceptional strong gusts of wind over and above what is the usual level of wind for which the mast’s structure had been designed to withstand. “It is noted that this collapse occurred almost 15 years after completion of the building (since July 1998) and over those past 15 years, there had been numerous storms with high wind in Penang, some to the extent that trees have been uprooted and roofs have been blown off but had not affected the mast’s structure. “In addition to the above, there had also been other exceptional climate-related instances comparable to the incident on June 2013, such as the Tsunami in 2004 and earthquake in Sumatra, all of which had not affected the mast structure. It is contended by the building’s Structural Engineers that the impacts from these other incidents on the mast’s structure would definitely have been detected earlier (i.e. in structural wall cracks and tilt).” Untuk makluman Yang Berhormat seterusnya, bagi mendapatkan pandangan daripada pihak ketiga, JKPSB telah melantik perunding bebas IKRAM Premier Consulting Sdn. Bhd. untuk membuat kajian berhubung dengan kejadian ini serta status semasa keselamatan bangunan. Laporan tersebut dijangka siap pada 30 September 2013 dan akan diserahkan kepada Majlis Perbandaran Pulau Pinang (MPPP) untuk diteliti bersama-sama laporan daripada C&S Engineer dan arkitek yang terlibat. Keputusan mengenai pampasan dan juga ganti rugi kepada mangsa yang terlibat akan dipertimbangkan oleh MPPP setelah kesemua laporan kajian ini disemak dan dianalisa. Dalam pada itu, Mesyuarat Lembaga Pengarah JKPSB pada 21 Ogos 2013 bersetuju supaya sebarang keputusan mengenai pampasan dan juga ganti rugi akan dimuktamadkan sebaik sahaja laporan akhir siasatan oleh IKRAM Premier Consulting Sdn. Bhd. dan pandangan MPPP berhubung insiden ini diperolehi.
