PF Has Breached Diplomatic Etiquette on NGOs, says Nevers Mumba Opposition MMD president Nevers Mumba says the Patriotic Front government has breached diplomatic etiquette by writing directly to donors over the freezing of funding to Non Governmental Organizations. Mumba said the move demonstrated that there was no international relations policy under the PF leading to even foreign Heads of State shunning Zambia. Community Development Permanent Secretary Professor Erwin Chomba has written to the diplomatic missions directing them to stop funding NGOs that have not registered under the new NGO Act that has been rejected. Mumba said only the Ministry of Foreign Affairs has the mandate to write to foreign missions and not the Ministry of Community Development as had been done by the PF. “The situation where the PS Community Development has written directly to the foreign missions shows the lack of diplomatic etiquette and absence of international relations. We have often said foreign dignitaries are shunning Zambia because of this lack of etiquette,” Mumba said. “No ministry except the ministry of foreign affairs has the mandate to write to foreign missions. This has severely humiliated and embarrassed us Zambians because our government is clueless on governance issues.” Government has written to foreign missions to freeze funding to NGOs that have refused to register under the NGO Act of 2009.
