PGCot and Mun LGU’s ink P4.9M tripartite agreement with DAR-funded development projects By Jimmy Sta. Cruz PGO Media Center AMAS, Kidapawan City (Nov. 24) – The Provincial Government of Cotabato along with the Municipalities of Antipas, Arakan and President Roxas, Cotabato signed a Memorandum Of Agreement (MOA) with the Department of Agrarian Reform (DAR) to formally implement essential developmental projects worth P4,942,000.00. The signing of the MOA took place at the Municipal Hall of President Roxas with no less than Cotabato Governor Emmylou “Lala” J. Taliño-Mendoza and the Local Chief Executives of the three municipalities Egidio D. Cadungon of Antipas, Rene V. Rubino, Sr. of Arakan and Jaime H. Mahimpit of President Roxas as 1st and 2nd parties to the tripartite agreement with the DAR represented by Engr. Marion Y. Abella, Program Agrarian Reform Program Officer II as the 3rd party. The projects consist of a potable water system in Sitio Lukiki, Malatab, Antipas worth P350,000; small water impounding also in Malatab, Antipas worth P150,000; 2 barrels NCBC along Sitio Paco-Paco, Brgy. Tumanding, Arakan worth P2,000,000; rehabilitation of farm to market road in Sitio Matigol to Sitio Inamong, Arakan worth P 1,500,000 and construction of overflow bridge in Sitio Mabuhay, Barangay Tuael, President Roxas worth P942,000 with an overall amount of P4,942,000. The MOA also states that beneficiary LGU’s will compliment the projects through a counterpart scheme. The Antipas LGU gives a counterpart equivalent to 15% of each of its project or P52,500 for the potable water system and P22,500 for the small water impounding projects. Arakan LGU on the other hand gives a counterpart equivalent to 10% of each of its project or P200,000 for the 2 barrel NCBC and also the same 10% counterpart for President Roxas LGU’s overflow bridge which is equivalent to P94,200. Under the Bottom-Up Planning and Budgeting (BUPB) now called Grassroots Participatory Budgeting (GPB) which was formally adopted through DBM-DILG-DSWD-NAPC Joint Memorandum Circular Goal (MDG), poverty reductions programs and community inclusive growth projects must be implemented to conform to the 2011-2016 Philippine Development Plan (PDP). The Municipal LGU’s of Antipas, Arakan and President Roxas have completed their project proposals or their respective BUPB/GPB projects and were approved for funding by the DAR and implementation with the supervision of the Provincial Government of Cotabato which significantly possess the technical capacity to implement the projects. Under the MOA, the funds will be released to the PGCot through a separate account set up for this project as follows: first tranche is 50% (after issuance of Notice To Proceed to contractor), second tranche is 40% (upon submission of accomplishment report, audited for utilization reports, duly noted by the PARPO and a certification from the DARPO of at least 50% project completion) and final tranche is 10% (after final inspection of the DARPO and upon submission of a certificate of completion) The PGCot is mandated to implement and complete the construction of the project within 180 calendar days. The MOA-Tripartite Agreement signing took place in President Roxas Municipal Hall with Gov. Taliño-Mendoza, Antipas Mayor Egidio D. Cadungon, Jr., Arakan Mayor Rene V. Rubino and President Roxas Mayor Jaime H. Mahimpit representing the provincial government and LGU’s respectively and Engr. Abella for the DAR. 2nd District of Cotabato Board Member Noel Baynosa, other DAR officials, personnel of the Provincial Capitol of Cotabato, Sangguniang Barangay members and constituents of the beneficiary villages witnessed the signing where everyone look forward to the construction and eventually completion of the projects.
