Gloria Macapagal-Arroyo again appealed to the Sandiganbayan to grant her bail. Arroyo pointed out that she is not a flight risk due to her age, stature and medical condition. Citing a medical certificates and updates from the Veterans Memorial Medical Center (VMMC), the camp of Arroyo said that it appears her medical condition has reached a plateau and that she would be recovering faster if released from detention. Arroyo is currently facing a plunder case due to her involvement in the alleged misuse of the Philippine Charity Sweepstakes Office (PCSO) intelligence fund amounting to P366 million from 2008 to 2010. So far, the court has already granted the motions for bail of her co-accused Sergio Valencia, Manuel Morato, and Raymundo Roquero. On the issue that she might leave the country, the camp of Arroyo said that she is already 66 years old and suffering from cervical spondylosis or the illness of the spine. In fact she already underwent three major operations. ”In sum, accused GMA, by reason of her stature, age and medical condition is not a flight risk,” the petition said. Besides, her lawyers said that Arroyo is a known personality and a standing public figure therefore, it is unlikely that she will sabotage her long public service by turning into a common fugitive. The defense counsel reiterated the government case cannot stand because it lacks several essential elements of a valid plunder charge. The camp said that there is no evidence that Arroyo amassed ill-gotten wealth from the PCSO’s confidential intelligence fund or that she committed any illegal act enumerated in the Plunder Law.
