PLEASE SHARE TO ADVISE OTHERS OF ILLEGAL PARKING WARDENS: Stopped on 30-45 cm of a single yellow to take a large toolbox into my office building reception. Ealing Council Civil Enforcement Officer E569 - Did not follow guidelines to observe vehicle parked for 3 minutes before ticketing. Also did not cancel the ticket when driver returned to car, and hid the device in the van. No ticket was served either by attaching to the vehicle nor was it handed to the driver. Was falsely told by the CEO that it didnt need to be and it would arrive in the post. This is a LIE. Also from first seeing the vehicle until the drivers return was under 3 minutes. This is in direct conflict with Ealing Councils code of practice for Civil Enforcement Officers, which state that for this offence (parking on a Single yellow, in fact only parking on about 1 30cm of the single yellow) The CEO (Number E 569) Refused to stop the ticket printing, and still no ticket was served. He then receded to call the police and 2 other traffic wardens (one of whom agreed with me that he was not abiding by the code of conduct.) The ticket was not ever shown to me, handed to me or affixed to the vehicle, despite me asking for it more than 20 times. When the police turned up, they gave him a bollocking for wasting police time, and told me that as the ticket was never served, it would not be valid and to complain to Ealing Council if I got a Notice to owner. At no time did i swear or spit at the CEO as he claimed to police. I also recorded the whole interaction on my mobile which backs me up on this. A complaint is now being made to the London Borough of Ealing.
