PRESS RELEASE Arusha 21/11/2013, Today the East African Pressure group on labour matters, that is the Employers Organization and Trade Unions Congresses from Tanzania, Kenya, Burundi, Zanzibar, Rwanda and Burundi have deliberated on the joint effort in form of the Social Dialogue to advocate at national and regional level the quest of implementing fully one of the freedom that is brought under the East Africa Common Market Protocols- Free movement of labour. This quest will be championed by the East African Employers Organization (EAEO) and the East African Trade Unions Congress (EATUC) at the regional level and the national EOs and TUs at the national level. This has come as our contribution towards the regional integration with emphasis on the free movement of labour. Free movement of labour is one of the component that we think will build solid and strong integration as it will give the right/freedom the brothers and sisters of EAC to move freely to the places where their skills are demanded and therefore can earn a leaving while the employers can get the skills that are in short of supply in their vicinity. We understand that, the EAC CMP in its annex II provides for the requirements for the free movement of labour with the region; however we see the requirements are giving opportunity to few skilled with certificates citizens of the regions and ignoring the semi/middle skilled citizens and more so those with certain skills but holds no any formally recognized certificates. Thus we are determined to engage our local governments and EAC secretariat on the following: • Expediting the process of obtaining the Electronic readable identification cards as the first step which will enable recognition of the EAC citizens who are supposed to enjoy the freedom; • To engage the government and EAC secretariat on the need of harmonizing the work permit in the region and country level in terms of: o Process of obtaining it; o The fees required (here we may put the current rates per the country) ; o The durations/period and; o All other requirements that will be agreed by the social partners (Trade unions, Employers and the Governments). About the social partners: the social partners in the language of labour market are the employers and workers through their organization and the Government. Hence we are talking of TUCTA and ATE in Tanzania, FUE and NOTU in Uganda, FKE and COTU in Kenya, ZANEMA and ZATUC in Uganda, CESTRAR and PSF-R in Rwanda, COSYBU and AEB in Burundi. While at the EAC level are the East African Employers Organizations and East African Trade Unions Congress.
