Panchyat raj was intended for the decentralisation of power..to create a local govt. that understands the residing local public more deeply.It was meant to evolve the level of governance. However the panchayati raj has been devolving in the current scenario...our panchayats are not enlighten with the fact that power has been vested on them.They are so timid of ruling govt...They practice nepotism ...assuaging caertain faction and hamstringing certain faction....If they want they can bring a hell lot of change in the society.....but sadly they dont... Either MLA s should be expunged from the panchayati rules or the whole notion of governance should be laid to rest....!!
