Past performance ... Its an issue. As competition increases and opportunities decrease amidst shrinking budgets, it becomes even more of an issue. Whether on the higher or lower end of the contracting spectrum, a standard evaluation factor on more and more opportunities is recent, relevant past performance. But how much is enough? And when the quality of past performance is listed as an evaluation factor, is it fair or reasonable if quantity is considered, as well? One company said No and filed a protest. After reviewing the case and arguments, GAO concluded the correct answer is Yes. In its decision, the GAO stated that consideration of how many relevant projects were identified is logically encompassed within the consideration quality. Consider an analogous situation: Youre going in for open heart surgery. Both physicians available to perform the procedure graduated tops in their class. Both are on the staff of prestigious hospitals. One physician has performed the same or similar procedure 10 times. The other physician has performed it 4 times. The quality of the outcomes were the same in all cases. The question, again, is whether its reasonable to conclude that the greater experience of the first doctor has a bearing on the quality and potential success of his performing procedure as opposed to the less experienced physician. And thats exactly what the GAO concluded: Protest denied.
