SHARE RE: House Bill 703 HB703 Maggy Hurchalla: The comp plan amendment which was approved by the Commission in August has a section in ch 2 which states: Objective 2.2C. Martin County shall ensure that all development orders, resolutions, and other official statements of County policy positions directed to other local, regional, state and federal agencies, as well as all other official actions of the County, support, further, and fight for a safe, healthy and ecologically balanced St. Lucie River Estuary and Indian River Lagoon, which are natural resources that are vital to the economy and quality of life of Martin County and the Treasure Coast. The King Ranch, the Lake Point Rockpit, Hobe Groves, and Becker Groves are challenging the amendment and the policies to protect the river. The Fanjul Sugar interest didn’t join the legal challenge, but they worked hard to get the state to reject the amendment. They all object to the river policies in ch 2 and they object to the policy in ch 1 that requires 4 votes to pass an amendment to the comp plan that puts more dirty water in the river. The County is in good shape on the amendment legally. We can protect our river. They are not likely to win on the legal challenge, but it provides a way to keep the amendment from going into effect until it is resolved. So a Panama City state representative named Jimmy Patronis has filed a bill to keep Martin County from taking care of our river. It’s retroactive. It makes it illegal to have more than a simple majority vote. That makes it possible for two out of three commissioners to decide on amendments to the comp plan. . The bill also makes it illegal for a local government to have stricter wetlands protection, spring protection, or stormwater runoff rules that apply to agriculture. That applies to 2/3s of Martin County. The river is in trouble because the state of Florida doesn’t protect its waterways. The least they could do is to let us do our part locally. I’m mad. I’m mad as hell. As soon as I get a list of emails and addresses for the governor, the Senate president, the House speaker and our own legislative delegation, I will post them. They need to hear from us that we have not forgotten last summer. We need to tell them to drive a stake through the heart of House Bill 703. THEY REALLY DO NEED TO UNDERSTAND THAT WE HAVEN’T FORGOTTEN THE GREEN SLIME AND WE WON’T FORGET IT.
