Please help me make sense of this math. 14% of Americans are at or below poverty level. Less than 2% fraud rate in food stamp program budget. 10% of stores nationwide are committing fraud by trading food stamps for cash. So propose 5% cut in total food stamps budget. And the reason for this is that food stamps budget is "up against" the nih research budget and defense spending so we have to cut SNAP.
