Position: Health Improvement Manager Location: Helen Joseph Hospital-Gauteng Reporting to: Technical Assistance Specialist Right To Care is funded by USAID to implement technical assistance programme for Health System Strengthening Mpumalanaga, Free State, Western Cape and Gauteng. Right To Care has developed a comprehensive Health Management Improvement Programme which is currently underway in the Free State aimed at facility improvement, supporting the Thabo Mafutsanyane district in improving finance, Human resource management and general leadership and governance. Right to Care is looking for a dynamic individual to lead the process of transferring lessons and knowledge gained from the ongoing Pilot in FS to other supported provinces namely Gauteng, Western Cape and Mpumalanga Qualifications & Experience: • Minimum qualification undergraduate degree in Health And Post graduate qualification in Finance, Administration or Public Health • 5 years’ experience in health intervention programmes preferably PEPFAR/USAID • 3 years’ experience in the South African Public Health sector Key Responsibilities • The Health Management Improvement Manager position will provide technical advisory services to the national, provincial, district and standalone programme leads within RtC on programme planning, implementation, reporting and other activities relating to issues of management, leadership and governance technical support and assistance to the National, Provincial, District, Sub-district and facility level department of health layers of management. • Provide coordination support to the development of programme conceptual initiatives, workplans and implementation specifics. • Provide guidance in the development and implementation of Health Management Improvement component of the Health Systems Strengthening program. • Provide a coordination role in the provincial role out of the Right to Care Health Management Improvement (HMI) strategy in Mpumalanga, Western Cape and Gauteng from lessons and experience from the FS model • Work closely with the Provincial and District DoH’s to implement the RtC HMI strategy through support from the RtC provincial leadership • Oversee and assure quality in programmatic deliverables from subordinates and sub-contractors and related sub-recipient organisations/institutions/groups • Support where necessary the process of synthesising and analysing of quantitative and qualitative data generated from the programme for research or reporting purposes • Provide progress report on the programme performance by generating and submitting quarterly programme report to the Technical Assistance Specialist using appropriate template • Provide support to operational research and studies by availing required data as defined in the RtC management approved research protocol. • Liaise appropriately with the grants management department in contracting and managing sub recipients and contractors’ performance. • Participate in internal and external relevant programme related activities, meetings, seminars, symposiums, conferences, committees and task teams. • Participate in programme strategic meetings, planning and reporting sessions. • Supervise and evaluate performance of subordinates. • Participate in internal task teams towards responding to grant applications considered strategic to RtC’s organisational strategic vision and aspiration. • Participate in the process of exploring new business opportunities and initiatives • Provide technical support to other departments in RtC Technical and behavioural Skills • Excellent interpersonal skills • Excellent analytical skills • Excellent project management skills • Ability to work under pressure • Ability to work independently • Must be able to travel Interested applicants must submit their CV, a copy of their ID and qualifications and letter of motivation by: Emailing: [email protected] Fax number: 086 433 2646 Date advertised: 15 October 2014 Closing date: 30 October 2014 at 16h00
