Power and Money without Responsibility: That is the story of the current situation in the Counties. Those that were surprised at the chaos in Makueni yesterday must be living in another planet- that is how nearly all Counties are operating- There is total organized chaos. Now, think about this: A group of Kenyans are being deluded that the solution of all our problems is taking MORE money to that system that is being run like some gangster paradise. That is why any sensible Kenyan with at least something in his or her Medulla Oblongata should feel uncomfortable when he or she follows the 75 year Old Man- who pretends to be 69 years in his crusade of pouring more money into the Counties. First, everyone agrees that Devolution is a very good concept. No sane person can actually open a war against Devolution. But at the same time, anyone with any grey matter in his or Medulla Oblongata will at least require the following before seeking more funds to the Counties. 1) Setting up of Accountability Structures in the Counties 2) Improvement in the quality of the MCAs 3)Massive Civic Education to enlighten the masses on their roles and what is new in the Counties 4) Full establishment of County Public Services, and at least two or three years of operation to ensure that the County Services are operating at optimum. Then, and only then can we then start talk of taking 45 % Mashinani. That is what real patriotic Kenyans should be be asking for: But as usual, there is an Old Man who pretends to be 69 years, and of late has been spending lots of time with some drug dealer. It seems the Old Man is high on something. What I dont understand, is those guys that blindly follow the Old Man, and are not high on something.
