President Hadi receives governors of Hodeida, Raymah, Mahwait, Hajjah provinces January 22, 2014 -SANAA President Abdrabuh Mansour Hadi received on Wednesday governors, tribal leaders, members of parliament and social figures of Hodeida, Raymah, Mahwait, Hajjah provinces. During the meeting, President Hadi praised the national stands of the residents of those provinces in preserving Yemens security and stability in order to promote investment and development there. He indicated to the nature of harmony and similarity among these four provinces. Furthermore, the President talked about successes have made at the level of implementing the Gulf initiative and its executive mechanism backed by the UNSC resolutions 2014 and 2051 which topped by holding the NDC which was concluded successfully on Tuesday with outcomes that meet aspirations and hopes of Yemeni people. Hadi pointed to the 2011s crisis and the situation at that time along with the military, security, and societal divisions. He said that all those events led finally to the signing of the Gulf initiative which was backed by the UNSC and the international community to move Yemen out of its crisis. The President pointed out that the Gulf-brokered deal has been based mainly on preserving Yemens security, stability and unity. He stressed that the unity within the framework of a federal system is more secure and stable in terms of expanding the responsibility, power, resources and establishing the social justice and good governance. Moreover, Hadi spoke about risks that Yemen had experienced during the crisis, saying that there were plans by foreign ambassadors to Yemen to evacuate to Djibouti, but we confirmed that that will affect the progress of implementation the initiative. He also talked about all steps and procedures taken based on the initiative until reaching to the conclusion of the NDC. He noted that there were some proposals presented by some figures, but the Gulf initiative was the only exit to solve Yemens crisis. He said that the NDC outcomes would form a strategic station toward the secure future based on regions within a federal system. He added that the regions will have full and independent authority financially and administratively in the way of providing basic services of electricity, water, roads and education, which are still limited. The federal system would generate a security, administrative, development and economic harmony and through this package we can achieve development and prosperity very fast, the President said. He said that four provinces would form a region in a harmony in order to achieve a full development toward a better future, indicating that centralization caused several problems. He said it is possible to have a 30-member parliament and cabinet for the service ministries to monitor the situation closely and implement a clear development program. It will be possible for every province to know its annual budget and its development transparently, the President said. The President reviewed a number of topics which would form the basis to manage those regions in many fields.
