President Obama May Be a Flip-floper-in-Chief on Immigration, Particularly When Talking To Latino Leaders, But the MAHCC Position Regarding This Issue Has Remained Unchanged for Nearly14 Years. We believe President Obama shoul not act independently of Congress even if the position of both branches of government differ significantly. An Executive Order that provides for a time-limited reprieve for deportation until Congress deliberates on this issue, lets say within a year, is the constitutional way to proceed. Since the Chambers inception in 2001. we have consistently advocated for comprehensive immigration reform that includes: 1. Foremost to securing our borders with strict penalty for those that trespass them illegally; 2. A path for citizenship for those who are not legal residents but have been living here for several years, are employed, have no criminal record, pay taxes and have children who were born in the U.S.; 3. DREAMers whose parents brought them here, and who are of have graduated from public schools and are or will qualify to attend college; 4. Improved relations with Latin American countries that get away from imperialistic gunboat diplomacy exemplified by the Monroe Doctrine (1823), the Rooselvet Corollary (1904), the Banana Wars, and militaristic and/or covert activities such as invading countries or initiating and/or supporting coups detat, The MAHCC actively advocates for a decisively and permanently focused Good Neighbor policy which respects the sovereignity of nations, improve hemispheric security, advances the free enterprise system and entrepreneurship, promotes human rights and environmental preservation, and helps advance economic, social and educational progress between all countries in the Americas; and, 5. Creation of a Citizen Ambassador program that relies on immigrants from Latin American who are American citizens or their descendants , who have chosen to return to Latin America, either as retirees or to work or start businesses. Citizen Amabassador programs would be administered jointly by a US private foundation and the Latin American county where the program is being implemented. We believe this expanded nongovernmental view of President John F. Kennedys Peace Corps program, if carefully planned, would be supported by the U.S. Congress, the Hispanic community, the American people at large, and progressive governments in the Americas.
