Press Release New Recruitment Policy, Polling Station and Inter district recruitments Jammu 22 March. All Ladakh Unemployed Youth Association headed by Dorjay Angchuk in collaboration of Ladakhi students under the amalgamation of All Ladakh Student Association Leh, All Kargil student Association, Zanskar Student Association and Student Association of Leh Jammu gave a press conference against the New Recruitment Policy before the elections. They appeal the students of Ladakh particular and J&K in general to stand together against this policy. They revealed that it is not in favour of unemployed youth as it’s a matter of suicide in a gradual manner if once get a job and posted in a far-flung area of J&K. This policy violates the established Constitutional principle of ‘equal wages for equal work’ under Article 14 and 15 (1) of the Constitution. Further, the Table of fixed monthly salaries issued by the state government reveals that the new recruits under the first two pay bands shall be paid less than even the Minimum Wages notified by the government itself. This clearly violates the Minimum Wages Act and also Articles 41 (Right to Work) and 43 (Living Wages with decent standard of life, leisure and social & cultural opportunities) read in conjunction with Article 21 (Right to Life with dignity). They appealed the youth of J&K not to cast their vote to any of the political parties who will not include this issue in their election manifesto for the revocation if they come into power and enact the government. Students and Scholars also highlighted the issues regarding the rising of unemployment youth in J&K, appeal every political parties to revoke the new recruitment policy. During the press conference students mentioned the relation between the article 370 and New Recruitment Policy as private sectors like TATA, Infosys, Reliance,Wipro etc. many are absence in abundance and on the other hand government is implemented the policies on stipend. Expressing their deep shock at the anti-Constitutional,­ anti-youth and anti-education character of the New Recruitment Policy recently declared by the Government of Jammu & Kashmir. The state government’s decision to deny regular pay scales to the new recruits in various non-gazetted cadres w.e.f. November 1, 2011 shall amount to 5 to 6-fold lower salaries than the present ones. Expectedly, in a state where the government employment constitutes the major source of livelihood for educated youth, the government is facing increasing popular resistance from various sections of students and youth. They also expressed their grievances regarding the inter district recruitment of Schedule Caste in Ladakh which is 95% approx. Schedule Tribe area and requested the State Government and LAHDC to put an survey for the same whether its applicable or not in Ladakh. Its against the violation of Article 244 (1) which protects the schedule area or tribal area. Expressing the present situation in the state they also demanded the State Election Commission to set up a online or offline polling station to those who are living outside their Assembly Constituency due to employment , business, education etc. which are lakhs in numbers. This problem is not facing in J&K only but all over the India. So they requested to take the matter to the Chief Election Commission at New Delhi.
