Pressure mounts on government to introduce term limits for, and reduce the number of, affirmative action groups in Parliament. The call was reechoed this morning by civil society groups as one of the much needed constitutional reforms that Uganda should undertake ahead of the 2016 general elections. They are suggesting that all affirmative action seats should have one renewable term of office. The suggestion, once adopted, would limit the term of office for Women members of Parliament, Representatives for the workers, Youths and the disabled. With the exception of the women who are elected at district level, each of the other affirmative action groups is represented by 5 members of parliament. The army, the other special interest group with 10 representatives, is equally facing intense pressure to stay out of parliament.
