Public Lecture by Dr Alexander Sherstobitov (Saint-Petersburg State University) Coordination of parties voting in the State Duma: case of electoral legislation change Date: Wednesday, 26th of March, 5:10pm-6:30pm Venue: The Princess Dashkova Russian Centre, 14 Buccleuch Place Cartel party theory developed by Katz and Mair points attention to inter-party cooperation that is aimed to limit political competition as well as emphasizes the role of the state in party development. However, the concept gives the explanation of the parties’ strategies in consolidated democracies. Can we use this concept when study Russian party system? It appears that Russian political parties that compete during the electoral campaigns establish coalitions in the State Duma when they elaborate and adopt changes in electoral and party legislation. In the paper the author is trying to find the key factors that shape parties’ strategies. Among these factors are parties’ interests to limit the competition, signals from Presidents’ Administration, and access to state funds. He analyses the voting regarding electoral and party legislation change and finds different strategies implemented by parliamentary factions.
