Put aside the question of whether the bill should pass and be signed -- what Congress is doing with the Cromnibus bill is hideous. In Virginia, we have a few basic protections in the internal workings of the General Assembly that Congress does not have. 1. Spending bills are about spending. Only. 2. Bills can only be about one thing. No Christmas tree bills with spending and campaign finance and repeal Dodd-Frank and every other damn thing rolled into one. 3. Most of the time, we actually have a budget on time, with no last minute crises. This year was the main exception that I can remember, as the General Assembly was practicing brinksmanship just like their confreres in Congress.
