Dr. Carlo Arcilla is certainly an authority on this and no foreign expert can surpass his knowledge about these issues. He is currently professor at and director of the National Institute of Geological Sciences, UP Diliman and holds master’s and doctoral degrees in geotechnical engineering and geosciences from the University of Illinois in Chicago.
