RISE’s submission in relation to the exposure draft Bill containing proposed amendments to the Racial Discrimination Act 1975 (Cth): ....A core principle that underpins all of RISE’s work is the maxim: ‘Nothing about us without us’. We are the first refugee and asylum seeker organisation in Australia that is run and governed by refugees, asylum seekers and ex-detainees, and we consider it of vital importance that these unique voices are represented in policy debates and that the unique interests of these stakeholders are reflected in the law. By contrast, the draft provisions contemplate an ordinary reasonable member of the Australian community who does not belong to ‘any particular group within the Australian community’. Under the cloak of neutrality, the draft provisions deny the relevance of the voices and standpoints of the very people whom the Racial Discrimination Act is designed to protect from harm...
