I think it is clear that this administration has perverted the original purpose of the DHS and the NSA. These departments were meant to provide watch for clues that could anticipate and thwart terrorist activity by foreigners, primarily Muslim jihadists/extremists. That Obama has redirected that focus is evidenced by the passivity toward the Tsarnaev brothers, even after pointed warning was given. Obama has redirected DHS attention and DHS contingency planning to a new target, which is his ideological/ political opponents at home: freedom loving, traditionally patriotic Americans. That means most of us, and especially in Utah. He and his ilk did not like what patriotic activists were doing in 2009 and 2010, so he used the IRS in an uber-Nixonian way to harass and beat them/us down. He is likewise using federal agencies and admin departmental resources to spy on them and plan against them/us. We trusted George W with some surveillance without warrant in the Patriot Act, which liberals screamed "was unconstitutional!" The difference was, that GWB told us that it was being done, and although we worried about future abuses of this kind of activity, we accepted it, because of the contingent needs at that time. And GWB kept us safe from foreign terrorism during and throughout his time. Now, we have the Obama Admin, ignoring obvious risks from the appropriately profiled Tsarnaevs, while targeting and planning against good freedom- loving, constitution- guarding Americans at home, and unlike GWB, expanding the surveillance reach and keeping the expansion secret. This is the real 800 lb gorilla-in-the-room. Regardless of what Snowden may be guilty of, It is vital to our hopes for continued liberty, that this gorilla came out.
