Recently CBI could arrest top officials on corruption charges and start prosecution against them only because the Hon`ble Supreme Court struck down the provision of prior approval of Home Ministry mandatory in such cases involving Joint Secretary ,GOI & above level officers. The protection of the corrupt senior babus was insured by this retrograde provision that gave them near total immunity against prosecution by vesting the discretionary power in the Home Secretary, an IAS babu himself who considers it his first duty to protect his clan . Now, the grapevine is rife again with an unauthenticated news that the new AG has given expert legal advice to the Government of India to reintroduce the protection to the bureaucrats through the backdoor - through the CVC --another IAS babu. . If Govt. of India concedes to this sinister conspiracy to make CVC approval mandatory, then it will seriously dent the credibility of Modi sarkar. PM Modi would do well to remember that an aspiring nation gave him a massive mandate not to get Yes-Ministerized but , as Gurucharan wrote , to shake up the system.
