Registration of Foreign Nationals In Ghana for the Non-Citizen Identity Cards The National Identification Authority is registering all foreign nationals living in Ghana for a total period of 90 days or more to be issued with the Non-citizen Ghanacard. The Non-citizen Ghanacard shall be used for all transactions which require identification. Foreign nationals who do not have the Card will not have access to essential services in the country. Registration is Mandatory This is required by law and it is a MUST for all foreign nationals living in Ghana except for members of the diplomatic community. Foreign nationals with permanent residence/indefinite residence status are required to register. Foreign nationals married to Ghanaian citizens who are not naturalized as Ghanaians are required to register. Registration Centres Registration centres in zones across the country are listed below. Registration Process and Required Documents To register, you must first purchase a FIMS Scratch card from any CAL Bank Branch across the country during normal banking hours. The cost of the Scratch card is $120.00 or its Cedi equivalent. Then proceed to a registration centre where you will be given an application form to fill. You can also download the form from this link (Registration Form) and fill it in before you get to the registration centre. Customer service assistants can help to fill the application form when needed, but applicants have to go through the registration process themselves. Nobody can register for another person. Any of the following is required for the registration–a passport or a residence permit. The registration hours are from 8am–5pm every week day; scratchcards can be bought during normal banking hours of 9am – 4pm. SPECIAL MASS REGISTRATION FOR RESIDENCE PERMIT HOLDERS As part of this exercise, the Ghana Immigration Service is collaborating with the NIA to organise a special mass registration at the Accra International Conference Centre for foreign nationals with residence permit.This registration ends on 30th August this year. From the beginning of September, no residence permit shall be issued or renewed to any one without the Non-citizen Ghanacard. Residence Permit holders who do not have the Non-citizen Ghanacard will not receive services from the GIS from 2nd September 2013.
