Reorganization and shrinkage of government must be scrupulously apolitical and OPEN ... it must never target specific people because of their past associations. Shrinking government to cut costs AND improve efficiency/effectiveness is absolutely necessary. Reorganization has to be about cutting the burden of government and making operations more LEAN to optimize productivity of essential services and serve people more effectively ... the process has to be OPEN ... when specific employees are targeted simply because of their PAST off-work affiliations and friendships rather than their CURRENT job performance there is a huge problem. As most of us know, the REAL problem is not often the crime, it is the cover-up ... because the cover-up is an indication of a deeper, systemic issue. These secret payoffs of more than $282,000 [that were made BEFORE the settlements from the State of Iowa that will come from filings before Iowa Public Employment Relations Board are the tip of a much larger cover-up iceberg ... resorting to confidentiality clauses for THIS kind of termination is damning because it will lead to investigations that establish a pattern of abuse of trust by the Branstad administration. Confidentiality clauses are discouraged by the U.S. Department of Justice because they quash openness in government. The American Bar Association in 2012 discouraged confidentiality in government settlements, saying they’re “bad for clients, bad for lawyers and bad for the legal system” because they “prohibit the public from knowing about systemic wrongful conduct.”
