Responses from Heather Carter Candidate for State Representative District 15 1. What do you think should be the role of government (state or local) in regards to private property regulations and the number of horses and types of buildings permitted pursuant to those regulations? As a horse owner myself, I am greatly concerned about the government over-reach taking away private-property rights. I have worked with the horse council to address these concerns. 2. From time to time, there are conflicts between the owners of horse property and nearby residents or businesses regarding issues such as manure disposal, flies, or dust. As an elected official your role is to balance the needs of everyone in the community. How would you handle a complaint from a constituent regarding these issues from an adjacent horse property? I would work to connect the constituent to appropriate channel to address the complaint. 3. What do you think is the most important thing horses bring to Arizona, and why? Economic? Tourism? Heritage? One of the main reasons why my family moved to Arizona was for the equine lifestyle we could enjoy here in our great state. I believe that horses add to what makes Arizona special and the industry is an incredible economic engine for our state. 4. What would you do to ensure access to public lands by horse owners? I have worked extensively on this issue as an elected official via stakeholder meetings, letters of support and working with the state land department and others. When legislation is introduced related to access to public lands, I ensure that horse owners’ concerns are addressed. 5. The Arizona Department of Agriculture receives the majority of their welfare calls concerning equine. Since most of the calls are really not abuse or neglect issues but take the officers away from their other duties, what can you suggest to assist the Dept of Ag to address these complaints? What are your feelings on increasing the Dept of Ag Livestock Officers to address these complaints? How would this increase be funded? I work with the entire agriculture community to address these concerns and have supported funding to meet the needs of the department. 6. How do you envision working with the Arizona Horse Council? It has been my honor to work with the Arizona Horse Council since the very first day I was elected. We worked on important legislation together, and I am happy to report we were successful! I look forward to continue working with the Arizona Horse Council for years to come!
