I have been wondering that since Basarwa are mostly spread out in mobile non sedentary groups, how is verse 16 going to affect them since it says all. Looks like someone in gorvi came up with a solution for the Pope; round them up and put them in sedentary settlements, that way they will be governed just like everybody else, Satan is leaving no stone unturned!
