Reviewing for the exam is the hardest part of my Masters. My assignment requires me to put health systems and peoples benefits on the scale. I think that the utility of an intervention will vary between the users viewpoint and that of the health system. Given limited resources, the health system will usually require evidence in order to make judgements about which interventions to prioritize. The user will usually prefer access to an intervention that is not painful or too invasive, as they feel that they are getting something and that is better than nothing - even if that may not be the case. The thing we want to avoid most though are adverse effects.
