SNAP Benefits Lowered as Federal Stimulus Expires When the American Recovery and Reinvestment Act (ARRA) was passed in 2009, it included a temporary increase in SNAP benefits to boost families spending on food and stimulate economic growth. This temporary benefit increase expired on October 31, 2013 and as a result, Connecticut families will see a decrease in their monthly SNAP benefits beginning today. The average benefit decrease is $17, but the specific amounts will vary based on household size, income and other factors. All current SNAP recipients received an individualized notice explaining the reduction in their benefits as a result of this federally-mandated change. Households can check on their SNAP benefit amounts by calling the toll-free number on the back of their EBT card, visiting connect.ct.gov, or viewing the balance on their most recent grocery receipt.
