SPEECH COPY OF THE HONBLE CHIEF MINISTER AT THE INAUGURAL CEREMONY OF THE TENTH INDIA INNOVATION SUMMIT - 2014 Confederation of Indian Industry’s Tenth India Innovation Summit – 2014 Innovation for Inclusive Growth Hon’ble Chief Minister’s Speech 08-08-2014/10-30 A M / I T C Gardenia, Bangalore ========================================== Mr Kris Gopalakrishnan, Immediate Past President, Confederation of Indian Industry, Chairman, CII 10th India Innovation Summit & Executive Vice Chairman, Infosys Limited Mr Bhaskar Ghosh, Senior Managing Director, Accenture India Mr Michael Idelchik, Vice President, Advanced Technology for GE Global Research Mr Sandeep K Maini, Chairman, CII Karnataka State Council & Director, Maini Precision Products Pvt Ltd Mr A M Muralidharan, Vice Chairman, CII Karnataka State Council & President, Volvo India Ltd, Participants from the Industry, Media Friends, Ladies and Gentlemen 1.It is my pleasure and privilege to deliver the inaugural address for this Tenth India Innovation Summit. 2.First, I would acknowledge the important role that Confederation of Indian Industry has played towards inclusive growth and economic development in the State. 3.CII has always been an excellent partner of the State, in terms of suggesting policy recommendations aimed at creating a sustainable infrastructure and eco-system in the State. 4.The policy recommendations by CII have always been pro active in promoting inclusive growth and bridging the disparities in the State. 5.I would also like to acknowledge the excellent work done by CII in the field of innovation through its India Innovation Summit. 6.The summit has over the years played an instrumental role in highlighting the role of innovation in the Nation’s and State’s growth story. I am sure the crucial role played by CII in catalyzing Innovation will reflect positively in the State’s economy. 7.Ladies and Gentlemen, Karnataka has always been an integral part of the Country’s growth story. 8.During the 1950’s many industrial establishments such as BEML, BEL, HAL were set up in the State. These establishments with their stress on developing Indian made technology broadened the technology base in India and served as a precursor for the boom we experienced from the 1990s. 9.Since the 1990s, Bangalore has become an IT Capital of India, it has even earned the name Silicon Valley of India. 10.The attraction of Bangalore as an investment destination is also seen by the fact that more than THREE HUNDRED Fortune-500 Companies have began their operations in Bangalore. 11.But, it is not enough to just be an ideal investment destination. To ensure that, the State is always ahead in the growth curve, specific policies and initiatives needs to be taken up for the State to continue as an ideal investment destination. 12.Realizing this, the State will be shortly unveiling its New Industrial Policy for the year 2014-19. 13.The updated policy will take into account the rapid changes occurring in the State’s economy and will create a robust framework, within which industries will be able to grow and new industries will find it attractive to set up here. 14.I would, once again, like to acknowledge the inputs given by CII for infrastructure development in shaping the New Industrial Policy. 15.I am sure, the inputs given, many of which would find a place in the policy, will be the critical growth levers to take the State’s economy to the next level of growth. 16.The State Government is in the process of formulating a New Infrastructure Policy too, which will provide infrastructure services for both existing companies and also companies willing to invest in Karnataka. 17.The Government is committed towards further developing the Information Technology sector, which was crucial for bringing innovation back into the picture. 18.The Karnataka 4i Policy – Information Technology, IT enabled Services, Innovation Incentives Policy – which was unveiled last year has created a new framework to make Karnataka and Bangalore the most preferred destination for global investment. 19.The policy will also develop the Electronic System Design and Manufacturing, Animation and Graphics Industry. I am glad to state that the policy has been welcomed warmly by the industry. 20.I am happy to note that, Karnataka was the first State in the Country to have its own Aerospace Policy. The policy is aimed at making the State, an Aerospace Capital of India. 21.The Government has also formed a joint Aerospace Taskforce with CII to create the proper ecosystem for the development of the Aerospace Industry. We are in the process of implementing many of the recommendations of the Taskforce. 22.Industries, from whom, innovation is at the heart of their growth agenda will find in Karnataka a welcome environment in terms of industrial development, infrastructure facilities, regular power supply with which they can set up businesses for the further development of their businesses. 23.I would like to conclude by congratulating CII for organizing this very relevant summit and wish to place on record the great opportunities and the vast scope in the State, which is quite crucial for the development of industry, research and development, technological innovations all leading to firms maximizing their potential and this will be positively reflected in the State’s growth and bring about inclusive growth.
