SUBJECT: REQUEST TO PUBLISH THIS GENDER BASED DISCRIMINATION IN YOUR NEWSPAPER & RELEASE A DOCUMENTARY IN DIFFERENT TV CHANNELS, DEMANDING TO TAKE A QUICK LEGAL ACTIONS AGAINST POLICY MAKERS RSU/EDU, CHALLENGING TEACHERS RECRUITMENT POLICY ROUND-III. HONOURABLE & RESPECTED SIR, Most respectfully submitted that RSU (Reform Support Unit) started the process of Recruitment of Teachers in Sindh with assistance of World Bank which was continuously in progress since April 2012. To recruit the teachers, advertisement was published in different newspapers on 19th April, 2012 for the posts of HSTs, JSTs & PSTs. The advertisement does not reflects clear sense, it merely shows that HSTs & JSTs will have to qualify their written tests in Science for those who have done his/her Master/Graduation in Science Group & General for those who have done his/her Master/Graduation in General Group. It happens first ever for Teacher’s Recruitment but it was a forward step because all candidates will have an equal chance to qualify for the test as per his/her degree. What happens previously, a general test was conducted for the posts of HSTs & JSTs which means it does not provide a complete opportunity to all candidates to compete, because a General Group candidate was facing difficulties in science questions while a Science Group candidate in general subject questions. But the current advertisement abolished this confusion from the hearts of lacks of candidates so it was a good step. Further, there was not shown a clear policy regarding recruitment in advertisement, not there mentioned any number of need based vacancy positions against any district, not clarified any other process regarding that, etc. Later, the Written Test was handed over to NTS (National Testing Service) and after completing, the merit lists were declared on NTS Official Website, in which, a large number of candidates have passed written test (majority of them secured above 70% marks). After the declaration of merit lists by NTS, RSU exposed its dramatic events. Soon RSU declared its unfair policy, mainly which prompt gender based conflict. It is firstly that, only females were awarded with additional 20 marks & included in their written test secured marks, hence the male candidates were completely discouraged. All the candidates worked hard to qualify for the desired posts & it is very difficult to increase their marking percentage while sitting in examination hall, but RSU had made it very simple giving 20 marks to only female candidates. Even a male candidate who have got 90 marks in written test and stands Top in District, but when the final merit list was pasted in D.E.O Offices by desired District Education Department (after adding 20 marks to females by District Education Department), the male candidate could not find his name in last of the list. If it is not a symbol of demoralization, discouragement & degradation then, What we can say it? In this way, 95% of the female candidates were shown in final merit lists by all the District Education Departments, although the female candidates have got low marks in written test in comparision to male candidates. It is only due to the extreme unfair policy of RSU. Secondly, RSU has decreased the number of need based vacancies in some districts (including Shaheed Benazir Abad) against actual vacant positions. Also, the information of vacancy positions collected by RSU was according to 2011 & now when one and a half year passed, RSU strictly declared the same vacant positions as in 2011, although a large number of teachers have passed away, a large number of teachers have promoted to a higher post in same Department leaving original post vacant, a large number of teachers have appointed to a higher post in other Departments, then we can’t understand how the vacant positions remained same. It is that with this policy, the male candidates who have secured above 80% marks in written test remained ineligible for the appointment. Another drama is that, RSU divided the posts of HSTs (High School Teachers) & JSTs (Junior School Teachers) in General and Science Group, which ever dose not happened for recruitment in history. The anxiety is that the majority of candidates have qualified the General Group Test but RSU decreased the number of need based vacancies in this Group. The number of vacancy positions shown by RSU for General Group may be considered as negligible as compared to passing candidates, while Science Group vacancy positions still remains vacant because majority of the candidates does not hold Science Degree & also a few candidates have qualified the Science Group Test. The candidates all over the Province are despaired against this dramatic policy of RSU. This is the case that discouraged the candidates not only in a District but within the whole Province. Because Sindh Government has already completed two processes of Teachers Recruitment through same World Bank but there was not any such policy at that time. On one hand, if they awarded 20 Grace Marks to female candidates, then, on other hand they gave extra qualification marks against required post, in this way, the burden of 20 Grace marks to female candidates compensated with extra qualification marks to all the candidates (both male & female). But the current policy of RSU is a clear picture of despairness for male candidates. If this policy will not be cancelled, there will be an extreme crash of our hopes & our legal rights. If we think of CSS Competitive Exam, there are some compulsory subjects along with optional ones. All the candidates will have to pass their compulsory subjects, but if we talk about optional subjects, there are no limitations. It depends on the candidate whether he/she opt a general subject or a science subject. Simply we can say, The CSS Authorities provided an equal chance to each candidate; means he/she can choose a subject in which he/she is expert. But when the results were announced, a combined merit list of all candidates displayed. It doesn’t matter whether he/she have qualified a general or science subject. And it also does not divided its seats in General & Science. Similarly, the same rule is followed in PCS Competitive Exam. But RSU introduced a new drama. It is also a fact, every organization, every department, every firm, every institution, whether public or private, whenever is going to recruit, it first introduced its policy and afterwards the remaining process progressed. But Sindh Education Department & other authorities have marked another history by introducing a Teachers Recruitment Policy after completing whole process. NOTE: WE ALSO HAVE PROTESTED BEFORE CONCERNED AUTHORITIES MANY TIMES BUT EACH TIME THEY MISLEAD & MISGUIDE US IN DIFFERENT WAYS. THE RSU/EDU ARE FAILS TO SOLVE OUR MATTERS, INSTEAD THEY STRICTLY STAOOD ON THE SAME PROCEDURE WHICH AFFECTS THE RIGHTS OF THOUSANDS OF CANDIDATES THROUGHOUT THE SINDH. RSU/EDU STILL GOING TO CHANGE ITS RECRUITMENT POLICY ON EACH DAY, ON 23.08.2013 RSU MADE ANOTHER AMENDMENT IN IT POLICY, IT IS SHAMEFUL FOR OUR EDUCATION DEPARTMENT THAT THEY COULD NOT FINALIZE ITS POLICY YET. WHILE WE ALL KNOW IT VERY WELL THAT A POLICY IS A FIRSTMOST & PRIOR STEP FOR ANY RECRUITMENT PROCESS BUT I INFORMED YOU, RSU MADE ITS EXTREME BIASED POLICY AFTER CONDUCTING THE TESTS & AFTER ANNOUNCEMENT OF ALL RESULTS, ONE NOTABLE THING IS THAT RSU/EDU ITSELF DOUBTFUL ABOUT THE IMPLEMENTATION OF THIS POLICY & THEIR DOUBTS BECAME PUBLICLY THROUGH DIFFERENT NEWSPAPERS THAT’S WHY THEY ARE STILL MAKING DIFFERENT CHANGES IN POLICY ACCORDING TO THEIR WILL. THEY ALSO INCREASED THE NUMBER OF THE NUMBER OF VACANCY POSITIONS IN THEIR DESIRED / WELL WISHER DISTRICTS WHILE ON OTHER HAND THEY DECREASED THESE VACANCY POSITIONS IN OTHER DISTRICT (INCLUDING OUR RESIDENTIAL DISTRICT SHAHEED BENAZIR ABAD). ONE REMARKABLE BIASED & CONFILTED VIEW/THING, I AM GOING TO WRITE YOU, ALL THE CANDIDATES OF SINDH WERE KNOWING IT VERY WELL THAT THIS RECRUITMENT WAS GOING TO FULFILL THE NEEDS OF 18248 NEW TEACHERS (INCLUDING HSTs, JSTs, PSTs) THROUGHOUT THE SINDH, THIS NEWS ALSO PUBLISHED IN DIFFERENT NEWSPAERS BY THE OFFICIALS OF RSU/EDU & ALSO PUBLISHED IN DIFFERENT ELECTRONIC NEWS CHANNELS ON DIFFERENT WEBSITES. NOT ONLY PUBLISHED BY DIFFERENT NEWS WEBSITES & CHANNELS, BUT ALSO THIS VACANCY POSITION WITH TOTAL NUMBER OF 18248 ALSO PUBLISHED BY OFFICIAL WEBSITE OF RSU. BUT AFTER WHEN THE WRITTEN TESTS WRER CONDUCTED & RESULTS WERE DECLARED STEP BY STEP, RSU MADE DIFFERENT CHANGES IN VACANCY POSITIONS WHICH STRICTLY VIOLATED THE RECRUITMENT RULES. SOON RSU REMOVED THE PAGE OF ORIGINAL VACANCY POSITIONS FROM ITS WEBSITE & PUBLISHED AMENDED PAGE OF VACANCY POSITION ON ITS OFFICIAL WEBSITE, WHICH CUT OFF THE RIGHTS OF THOUSANDS CANDIDATES. THE ONE AMAZING JOKE WITH AFFECTED CANDIDATES IS THAT, RSU OVERALL, ON ONE HAND, HAS INCREASED THE VACANCY POSITIONS TO 20732 BUT ON OTHER HAND SOME DISTRICT THEY DECREASED THE RATIO OF VACANCIES, IT MEANS THEY GAVE THE LEGAL RIGHTS OF AFFECTS DISTRTS TO THOSE CANDIDATES WHO ARE RESIDING IN THEIR MERCIFUL DISTRICTS. ANOTHER NOTABLE THING IS THAT, THE EDUCATION MINISTERS & OTHER OFFICIALS ARE STILL SAYING THAT WE ARE GOING TO RECRUIT ALMOST 19000 TEACHERS ON MERIT BASED, ALMOST 19000 MEANS NOT 19000 BUT SOMEWHAT LESS TO 19000 BUT YOU THE HONOURABLE CAN SEE THE FIGURE 20732 WHICH THE DEPARTMENT IS GOING TO RECRUIT. ANOTHER PLYAING POLICY THE OFFICIALS OPT IS THAT, THEY DO NOT SHOW ANY VACANCIES IN JST-GENERAL IN ABOUT MOST UNION COUNCILS, IF THE EXISTING UNION COUNCILS DOES NOT HAVE ANY VACANCIES, HOW THE OFFICIALS GET RIGHTS TO CONDUCT WRITTEN TESTS FROM CANDIDATES OF THAT UNION COUNCILS, HOW THEY GET RIGHTS TO PLAY WITH THE HOPES OF CANDIDATES OF THAT UNION COUNCILS. VIEWING ALL ABOVE POINTS, IS THIS NOT THE VIOLATION OF OUR CONSTITUTIONAL RIGHTS? WE WORKED HARD DAY & NIGHT BUT THEN ALSO OUR RIGHTS WILL NOT BE GIVEN TO US, IF THIS BIASED WILL NOT BE JUSTIFIED, THINK OF AFFECTED CANDIDATES, WHAT WILL THEY DESERVES IN FUTURE, HOW THEY CONTINUE THEIR STRUGGLE FOR EDUCATION, THIS IS NOT THE CASE RELATED TO US, BUT SOON EVERY CANDIDATE WILL GET INTO THIS FIRE, THEN HOW OUR COUNTRY CAN MAKE PROGRESS, HOW WE PRESERVES OUR LEGAL RIGHTS, WHILE THE OFFICIALS DO NOT GAVE US A SENSIBLE REPLY, WE ARE BEING PLAYED WITH OUR FUTURES, IF NOT TAKEN A SERIOUS DECISSION QUICKLY, THE TALENTED CANDIDATES WILL GO IN A LONG SLEEP FOREVER & NO MATTER THIS WILL BE THE CAUSE OF THEIR INTELLECTUAL DEATH AND ULTIMATELY OF THE EDUCATION OF SINDH.
