Chernobyl solution: wont work @ Fukushima. TEPCO, Japanese Power Plant Operator: doesnt want to fully close down Fukushima reactor. TEPCO: ALSO wants to reopen another reactor, Kashiwazaki (the worlds largest), which was shut down in 2007 due to leakage.
