Sanction is an international code to punish countries and govt who abuse their power or commit human rights violations. I would rather eat grass than buy DR products. Trade agreement is a bilateral contract signed by both parties with an understanding of the products or services exchanged under the agreement would balance during the trade. DR is trading about $1 billion a year in Haiti and Haitian govt trades nothing to balance the import. Haiti will end up with a high deficit and a debt to DR and DR would demand payment. Haiti lacks revenue to afford payment. What would Haitian govt do then?
