Project Officer - Egypt Country Office TEAM/PROGRAMME: Safer Environment for Children Project LOCATION: Cairo GRADE: 4 POST TYPE: National Child Safeguarding: Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people, individually or in groups. ROLE PURPOSE: The Project Officer (PO) is responsible for the day-to-day implementation and follow-up of project activities with the local NGO partners. This entails both direct implementation of activities as planned, and coordinating and ensuring the quality and timeliness of project partner-led activities. S/he is responsible for ensuring that child reintegration and protection issues are adequately addressed through assessments, design and implementation of programs’ activities. Moreover, s/he will to support the Project Manager in the interaction with other Governmental or non-Governmental stakeholders involved in the project. SCOPE OF ROLE: Reports to: Safer Environment for Children Project Manager Dimensions: Save the Children works in 13 regions in Egypt with a current staff complement of approximately 65 staff and current expenditure of approximately 8 million each year. Staff directly reporting to this post: Project Coordinator KEY AREAS OF ACCOUNTABILITY: 1. Supervise the project’s activities in cooperation with local partners in consultation with the Project Manager. 2. Build and maintain strong relationship with partners and governmental stakeholders in collaboration with the Project Manager 3. Coordinate with local partners in developing the project’s detailed work plan, and closely monitor its timely and efficient implementation. 4. Monitor the performance of a Micro-Finance Unit established by the project in the partner NGO 5. Provide local partners with technical support and on the job capacity building throughout the implementation of the project 6. Develop the project’s technical and financial progress reports including quarterly, bi-annual and annual progress reports in cooperation with the local partners and the Project Manager 7. Support the Project Manager in building an internal M&E system and participate in Monitoring site visits. 8. Ensure the efficient spending of the project budget according to approved plans and keep up-to-date records of project expenses (budget holder). 9. Document the project’s success stories and case studies to support potential fundraising efforts. 10. Have a good coordination plan to ensure synergy & networking with other Save the Children projects/ programs 11. Assist the Project Manager in the development of ToR for external consultants, monitor their performance and their adherence to the set timeline 12. Conduct any other tasks requested by the Project Manager. Other: 1. Participate in conducting action researches and baseline surveys. 2. Participate in strategic planning, meetings, budgeting, M&E meetings and events. 3. Facilitate donors’ visits to the program areas. University Degree (post graduate or master degrees related to Children’s Rights, Development Studies or Micro-Finance are preferred) 2. Minimum 5 years experience 3. Effective planning and M&E skills 4. Efficient writing and communication skills 5. Excellent command of English and Arabic languages 6. Excellent computer skills 7. Motivated and able to work independently 8. Innovative with good problem solution skills 9. Analytical thinking 10.
