Scary news: New Orleans permanently shuttered its last five traditional public schools this week. In the tumult after Hurricane Katrina, the state seized control of most of the city’s schools and converted them to charters. New Orleans is spending about $2 billion — much of it federal hurricane recovery money — to refurbish and build schools across the city, which are then leased to charter operators at no cost.
