School Board Votes 4-2 to raise property taxes ... Press release from SDPC ... On Monday September 15, 2014 ... ...the board of trustees approved an operating millage change in response to tax reassessment of the county. The vote was 4 to 2. The board approved a rollup to 112 mills in order to maintain the same amount of revenues and avoid either running a deficit or making drastic cuts. The net assessed value of properties in Pickens County fell during this years reassessment, and maintaining the current operating millage of 108 mills would have cost the school district approximately $1.1 million in revenues from the general fund, forcing cuts to programs and staff. The millage change does not increase the district’s local revenues from the prior year. It is important to note that owner-occupied homes are not subject to operating millage, but businesses, second homes, rental properties, and vehicles may be impacted. For some taxpayers, this could result in a tax decrease if their property was assessed at a lower value. Those whose properties were assessed at the same or a higher value will see a small tax increase. Debt service millage was also set at 53.2 mills to meet the required debt service payments. This is an increase of 0.7 mills. Please keep in mind three things about the change in operating millage: 1. Operating millage does not apply to owner-occupied homes. 2. The millage change goes hand-in-hand with reassessment, so whether individual property owners see a tax increase or decrease depends greatly on how their property was reassessed. 3. This is revenue-neutral, which means the district is getting the same amount of money from the people of Pickens County as a whole as we were before.
