Scott Walker ignored federal orders to shut down parks that have federal funding, stating that most of the funding comes from the states and therefor are unaffected by a federal shutdown. Obama is trying to make this shutdown as painful as possible and so far is striking out. The federal government is bloated and does far too much that should be left to states and cities.
