Secretary, NDMA took meeting of Project Steering Committee of National Cyclone Risk Mitigation Project (NCRMP) on 03.09.2014. Following four aspects of project were deliberated and action on slow moving activities suggested. 1.NCRMP-I: It was found that although project has moved fast during last one year but still lot of action needs to be taken as indicated:- (a) The completion of Multiple Cyclone Shelters and Saline Embankment was found to be slow in Andhra Pradesh therefore request was made to move very fast in completing these. (b) PMU NDMA was requested to fast track the collection of pending data from National Remote Sensing Centre and Survey of India so that the study on Cyclone Hazardous Risk Vulnerability Assessment in 13 Coastal States/UTs is completed as scheduled by August, 2015. (c) NIDM was requested to follow the revised time schedule on completion of study on Long Term Training and Capacity Building so as to complete it by October, 2014. (d) The study on Post Disaster Needs Assessment Study (PDNA) being undertaken by NIDM awarded in January, 2014 was desired to be completed by Sept., 2015, as per schedule by fast tracking its implementation. (e) MHA was requested to take up the matter with FA, MHA and Ministry of Finance, Govt. of India for enhancement of budget to Rs.508/- crores as per demand by allocating additional Rs.233.33 crores at RE stage. 2. NCRMP-II: All the four participating States of Kerala, Gujarat, Maharashtra and West Bengal along with now to be included Karnataka were in attendance. After deliberation it was decided that states must take action in. (a) Posting of Project Director if not already posted along with the team in Project Implementation Unit. (b) The Project Steering Committee headed by Chief Secretary if not already constituted may be constituted. (c) The physical and financial out lay on various components of Cyclone Risk Mitigation infrastructure may be sent along with the procurement plan for 1014-15. (d) The mechanism of Flow Fund for implementation of the project by the State Govt. may be indicated. (e) The implementing departments for various Components was also requested to be furnished. 3. Last Mile Connectivity: TCIL engaged as Consultant for the studies made a presentation on the technology options to be adopted for preparing web based system of Early Warning Dissemination connecting the Last Mile. Secretary, NDMA desired that the adoption of technology options needs to be divided into as to how these will be used prior to the cyclone, during the cyclone and after the cyclone. They were also requested to indicate various back up processes supplementing and complimenting each other within two weeks. 4. Benefit Monitoring Study: Gfk Mode the Consultant engaged for the study made a presentation after which Secretary desired that at the end of project assessment, micro Level parameters of the implementation of NCRMP such as use of roads, bridges and saline embankment constructed for giving protection to life and property needs also to be assessed.
