Seeking a better understanding of this National Awards. For YEARS - TopicsExpress

Seeking a better understanding of this National Awards. For YEARS Ive been asking what qualifies someone and NO-ONE to date can tell me. After the awards have been conferred, I often hear mumbling that the selection criteria has been watered down. So I ask this informed and well opinionated group the following questions: 1. Is there a document which explains qualifications? 2. Are you awarded for doing your paid job within the Government Service for a long time? 3. Are you awarded for going above and beyond the call of PAID duty? If so, who/what defines above and beyond? 4. Are you awarded for voluntarily participating in activities leading to National Development (participation, better understanding, improvement, etc.) in specific areas? 5. Are you awarded even if your character is in question or has been proven to be less than desirable and/or undesirable. I know this last question is a difficult one since WE Antiguans and Barbudans have interesting views on right vs wrong, especially when what seems to be wrong limits our personal preference and comfort. 6. What SHOULD be the eligibility criteria for National Awards? This is a SERIOUS question. PLEASE DO NOT PLAY POLITICS and do not question the awards already conferred.
