Requirements Minimum educational qualification: Senior Certificate (or equivalent with extensive experience/competencies that focuses on the Key Performance Areas (KRA’s) of the post. Experience: Appropriate experience in the research and development of human resource development programmes for occupational priorities and the co-ordination, monitoring and evaluation thereof. Appropriate experience in working within HRD or Finance environment with strong focus on the Expanded Public Works Programme, (EPWP). Inherent requirements of the job: Ability to travel widely within the Western Cape and a valid Code B/EB driver’s licence. Competencies (knowledge/skills): Sound knowledge and understanding of Public Sector legislation, policies and plans especially relating to the EPWP, HRD and Healthcare environment. Knowledge and experience of financial and sub-programme management related to Human Resource Development. Analytical skills, conceptual thinking and problem solving. Knowledge and understanding of the Public Finance Management Act. Computer literacy (MS Office: Word, Excel and PowerPoint). Ability to communicate effectively (verbal and written) in at least two of the three official languages of the Western Cape. Duties (key result areas/outputs): Support Human Resource Development with the planning and implementation of the Expanded Public Works Programme. Monitor and evaluate EPWP projects including Home Community Based Care custodian programme. Co-ordinate the implementation of Learnerships and Premiers Youth Advancement (PAY) Project and the drafting contracts, Service Level Agreements and management guidelines. Co-ordinate the development and maintenance of various databases within the sub-directorate. Assist the HRD Manager with budget projections for all EPWP projects and related logistics. Provide effective support to Clients that include, HRD Manager and staff, Non-profit Organisations (NPO), Health facilities. Assist with performance management of the HRD unit staff to ensure alignment with the strategic objectives of the District.
