Please use this number if you wish to contact us again. Im sorry that youre unhappy with the tone and wording of the letter youve received. The Licensing Authority has a statutory duty to ensure it is taking measures to reduce licence evasion, and to ensure those unlicensed properties that are receiving TV signals become licensed. We have found one of the best ways to do this is by visiting people in their homes directly. We are aware there are people who may install a TV after a visit but conversely a visit may result in a TV Licence being appropriately obtained. I realise you may feel the Policy adversely affects you in your circumstances. However, the Licensing Authoritys policy is that physical verification by eyesight is required to place a long-term stop to further enquiries for people who do not receive TV. I understand your concern about the tone or frequency of our letters. Certainly the letters include a strongly-worded message to deter possible evaders but they carry no implication for those who do not need a licence. When we are informed that no licence is needed at an address, we have procedures in place to stop further letters for a reasonable period of time The success of each campaign is closely monitored. I would like to assure you that the points you have raised have been passed to our Marketing and Media Department to ensure that they are aware of your concerns. In addition I have made the Licensing Authority aware of your views of their visiting procedure. We do not require legal permission to make enquiries to an address. You are under no legal obligation to respond to those enquiries and after knocking on the door the officer can be asked to leave. Following further confirmation by an officer, we would be able to apply a long-term stop to our enquiries for up to (2 domestic or 3 business delete as appropriate). There could be no search warrant made for your property unless evidence of possible licence evasion was apparent. We already know you have told us there are no TV signals being received.
