Serving the Commonwealth Office of Broadband Outreach & Development When the Office of Broadband Outreach and Development (OBOD) began looking at developing broadband services across the Commonwealth, they turned to the Area Development Districts for local project development. During FY2013, the PADD’s Community & Economic Development staff re-searched local needs and then met with broadband providers to determine what could be accomplished in the four river counties. Martin Cliff of the WKT, Harlan Parker and Randy Grogran of Ballard County Rural Telephone Company discuss how local utility companies have expanded broadband services in the region with OBOD’s consultant.
