Shakeel Ahmed rules out changes in PPCC or CLP leadership Chandigarh, July 15: The All India Congress Committee General Secretary and in-charge of Punjab affairs Dr. Shakeel Ahmed today ruled out changes in the state party or the Legislature Party leadership. Talking to the media persons after addressing first meeting of the PPCC at the Congress Bhawan here after the Lok Sabha elections, he made it clear that the performance of the party in this state during the election was one of the best in the country. He expressed the confidence that the Congress Party would return to power in Punjab in the 2017 Assembly elections. He slammed the Bharatiya Janata Party government at the centre saying it had been formed with just 31 per cent of the votes in its kitty while 69 per cent of the people had rejected that party. He announced that the Punjab Congress would stage massive protest dharnas at all the district headquarters on July 23 against the utter failure of the state government on the electricity front as contrary to the tall claims of making Punjab power surplus, all sections including industry agriculture and domestic were suffering from long power cuts. He said this would be the first step to gear up the party and mobilise the people who have become victim of the Parkash Singh Badal government. Addressing the meeting, the AICC Secretary Mr Harish Chaudhary said Punjab had turned into drug haven and the so called campaign launched against the druggists by the police was a sham. The law and order machinery had totally collapsed. Commenting upon the Narendra Modi government at the centre, he said it had miserably failed to usher the people towards the path of the dreamland that the party had repeatedly promised in the run up to the elections and was now talking of bitter pill which would have to be administered. The state party chief Mr Partap Singh Bajwa focussed on the failures of the Badal government and total collapse of the administration along with rampant corruption at every level. He attacked the Chief Minister, Mr. Parkash Singh Badal, for singling out bureaucracy for corruption saying it flowed from top to bottom and not in the reverse order. He said the clean-up operation had to start from the highest level in the political leadership. In case the political rulers were honest and efficient, the bureaucracy would not dare to be corrupt. He said Mr. Badal had accepted his moral defeat in running the administration efficiently and in a corruption free manner. He said in case he was unable to reign in the administration, he must quit. The Congress Legislature Party leader Mr Sunil Jakhar lambasted the Badal government for dismal failure on the power front. He said there was strong anti-government wave among the people who were totally fed up with the anti-people policies of the Akali Dal-BJP government. He gave a call to the party men to unite and throw this government out in the 2017 elections. The party adopted three resolutions. The first resolution attacking the disappointing budget of the Modi government was moved by Mr Brahm Mohindra and seconded by Mr Rajinder Beri. The resolution stated, “The much hyped and repeatedly promised roadmap to dreamland is missing in the very first budget presented by Finance Minister Arun Jaitley. For Punjab, the budget is disgustingly disappointing. There is no reflection of Prime Minister Narendra Modi’s self-proclaimed economic mantra to overhaul the economy overnight in this one of the longest and ‘back-breaking’ budget speech during recent years. The new government miserably failed to digress from the path of development set by the UPA government under the leadership of Sonia Gandhi and Dr. Manmohan Singh, thereby that is the only path to the development of the country. Harsh reality is always different from showing mirage to the people and the Modi government seems to have been lost and failed in giving any new policy direction. Narendra Modi was not noticed clapping his Finance Minister during his long narrative, as if he too was disappointed with his own government and its budget”. The second resolution on political situation in Punjab was moved by Mr Harminder Singh Gill and seconded by Mr Jasbir Singh Gill. The resolution said, “During the last seven year rule the Akali Dal-BJP government headed by Mr Parkash Singh Badal along with his Deputy Chief Minister son Mr Sukhbir Singh Badal, has utterly failed to create employment opportunities to gainfully absorb this work force. In a way, Punjab is sitting on a social powder keg and the multi-dimensional crisis in the state is deepening every day with no solution in sight under the present dispensation. The people are losing faith in the ability of the system to deliver. It is corruption at every level which is eating into the vitals of administration turning the system non-functional”. The third resolution moved by Mr Charanjit Singh Channi and seconded by Mr Surinder Pal Singh Sibia demanded drought relief to the farmers at the rate of Rs. 5000 per acre. Singh Kamboj, Mr Kewal Singh Dhillon MLA, Mr Om Parkash Soni MLA , Rana Gurmeet Singh Sodhi MLA, Mr Randeep Singh Nabha MLA , Mr Sangat Singh Gilzian MLA and Mr Sardul Singh Bandala and Mr , Surinder Pal Singh Sibia, Vice Presidents, Mr Ajaib Singh Bhatti MLA, Mr Bharat Bhushan Ashu MLA , Mr Dhanna Ram Bhatti, Mr Fateh Jang Singh Bajwa, Mr Hans Raj Josan , Mr Harminder Singh Gill, Mr Harminder Singh Jassi , Mr Jasbir Singh Gill , Mrs Karan Kaur Brar MLA , Mrs Lakhwinder Kaur Garcha , Major Singh Bhaini , Mr Satnam Singh Kainth , Mr Gurkirat Singh Kotli MLA and Mr Sukhjinder Raj Singh Majithia (All General Secretaries) and Mr Raman Bhalla Treasurer PPCC.
