Short Term Adviser Timor Leste National Water Law & Policy Closing time: 7 am (Australian Eastern Standard time) Tuesday 10 June 2014 Aurecon provides management, engineering and specialist technical services for public and private sector clients globally - with projects in over 80 countries across Africa, Asia Pacific, the Middle East and the Americas. BESIK is funded by the Government of Australia (GoA) to provide assistance to the Government of Timor-Leste (GoTL) for the development of rural water supply, sanitation and hygiene. The current phase commenced in September 2012 as an eight year program, funded initially to end of June 2016. BESIK supports the GoTL to meet planned end-of-program rural water service and sanitation outcomes at national, district, sub-district and household levels. It works most closely with directorates located within two ministries, the Ministry of Public Works and the Ministry of Health. A key BESIK output is to support the GoTL to develop a coherent national policy framework for water. In 2012, a National Basic Sanitation Policy was approved and significant work has been done in developing a National Water Resources Policy (WRP), National Water Resources Law (WRL) and National Water Supply Policy (WSP). These will be completed in 2014. Completion will require re-drafting, consultations with key stakeholders; preparation of drafts for peer review and preparation of documents to support the submission to the Council of Ministers in 2015. This role has been estimated at 60 days to November 2014. The STA must also be available in 2015 when the Law and Policies are considered at the Council of Ministers, although this may require a separate contract. It is essential that the candidate · resides in Dili · has at least 10 years’ experience in the development of national policies and laws in a developing country context. · can demonstrate expertise in the policy and practices of water resources management, water supply and the provision of water services in developing country contexts · is Fluent in English, Portuguese and Tetum An advanced degree in law and a Portuguese legal background are desirable but not essential. Conditions for employment will be as per the Australian Government Adviser Remuneration Framework. This role has been identified as being at ARF C3 level.
