Respected sir, We are moving towards next general election 2014 with your valuable experience in Indian political space. It is very essential to restructure party organization to face all the emerging challenges created by growing political competition. Please proceed with restructuring of district level organizing committees in all the 640 districts of the country with following objectives in mind : 1. Expansion of district level party network. 2. Expansion of district level fully functional offices to manage all the party activities related to that particular district. 3. Expansion and management of party network at inner level in that district like blocks, panchayats and villages. 4. Setup of fully functional inner level offices wherever there is a possibility and availability of office space at minimal cost. 5. Organizing special membership drive at regular intervals to increase number of members and volunteers in the district. 6. Maintenance and analysis of membership data for that particular district. 7. Regular communication with newly registered members/volunteers via email, SMS etc. regarding party ideology and views of the party on different issues currently raised by the party 8. Collection and sorting of views of newly registered members and if there is anything substantial forwarding it to national party control centre at Mumbai or New Delhi. 9. Collection of all types of data related to that district like irrigation infrastructure, agricultural activities, educational infrastructure, health infrastructure, trade, industrial infrastructure, road network, rail network, sports infrastructure, basic public amenities etc. 10. Collection and sorting of public problems related to district headquarter and different panchayats and villages of that district. 11. Survey of public views on all the above mentioned problems and activities of different social, political organizations in general and NGOs in particular. 12. Identification of issues which can be highlighted by our party in any part of the district or for entire district at regular intervals. 13. Organizing public debate and public meeting at regular intervals in different parts of the district to highlight (in electronic and print media) all major issues related to general public of that particular district. 14. Follow up of previous activities done by the party in that particular district, e.g. if we have organized a rally to highlight any issue in any part of the district then what are the opinion of general public about our party after that rally, is there any need to organize such event in other part of the district to highlight any other issue, if yes plan such event again.. 15. Regular survey of public opinion about our party in different part of the district. Preparation of proper data bank and storage of popularity graph of our party in that particular district at an interval of around three or four months. 16. If there is decrease in popularity then diagnose its reason and try to rectify it as soon as possible by giving necessary feedback to national control centre of the party at Mumbai or New Delhi. 17. Regular interaction with national control centre of the party at Mumbai or New Delhi to take necessary instruction on all major issues and solution of problems. 18. Management of fund raising activities at local level, regular update on financial position and preparation of monthly budget as per availability of local fund and fund received from national headquarter of the party. 19. Suggesting ways to increase the popularity of the party in all parts of the district at regular intervals. 20. Improvement of overall level of dynamism and professionalism in the party at innermost level.
