Since 1963 and in 146 countries, ACDI/VOCA has empowered people in developing and transitional nations to succeed in the global economy. Based in Washington, D.C., ACDI/VOCA is a nonprofit international development organization that delivers technical and management assistance in agribusiness, financial services, enterprise development, community development and food security in order to promote broad-based economic growth and vibrant civil society. ACDI/VOCA currently has approximately 60 projects in 30 countries and total revenues of $173 million. TECHNICAL SPECIALISTS, TIMOR-LESTE We are currently seeking personnel for two upcoming USAID-funded projects in Timor-Leste. The AVANSA/Agricultura project will focus on developing the horticulture value chain, natural resource management, climate change adaptation and disaster risk reduction activities. AVANSA/Communidades will implement complementary components to support community and household engagement in nutrition, life skills and livelihood activities. The projects will likely be based in Dili and will require frequent local travel. These positions are contingent on ACDI/VOCA being awarded the projects. Prior experience working with international NGOs and companies on donor-funded projects, specifically USAID projects, is preferred. Deputy Chief of Party/Operations Director: Manage the administrative operations of the project to ensure efficiency and effectiveness. Liaise with Chief of Party and senior technical specialists to understand project operational needs and their status, serving as a point of contact for project operations information. Develop and refine operational systems and processes. Supervise all operations staff. Ensure project compliance with and staff understanding of all current USAID, ACDI/VOCA and local regulations, policies and procedures. · Qualifications: Bachelor’s degree in economics, business or related field required, advanced graduate degree in related field preferred; Minimum of 5 years of experience in managing large, complex donor-funded development projects with progressively responsible experience required; Minimum of 2 years of experience working on USAID-funded contracts with experience in USAID regulations, policies and reporting requirements required; Demonstrated management, administrative, reporting, and representation skills required; Fluency in written and spoken Tetum and English required. Specialists in Agriculture, Market Linkages, and Organizational Strengthening: Specialists will, depending on their areas of expertise, provide technical assistance to farmers and agricultural enterprises to: help enterprises develop business strategies and establish well-managed, financially sustainable operations; link enterprises with appropriate local business development services and financial resources; introduce diversification strategies and link farmers and small agribusinesses to market opportunities to improve production, enhance processing and expand buyer networks. · Qualifications: Master’s degree in agronomy, agricultural economics, agribusiness, or related field highly preferred (bachelor’s degree in related field required); Minimum of 6 years of progressively responsible work experience in agricultural development in Timor-Leste and/or Southeast Asia required; Familiarity with Timor-Leste agricultural markets required; Experience working on USAID or other donor-funded agricultural development projects preferred; Strong written and spoken Tetum and English skills required. Nutrition and Health Specialist: Serve as the principal technical advisor for activities and interventions focused on addressing inadequate nutrition- and health- related practices. Ensure integration of these activities with those across the program to improve livelihoods and nutritional status of households in vulnerable communities. · Qualifications: Master’s degree in Nutrition or related field required; Minimum of 6 years of experience implementing and managing nutrition and health development projects at the community and household level in Timor-Leste and/or Southeast Asia required; Demonstrated understanding of USAID Feed the Future, gender and value chain techniques and approaches required; Experience in capacity building and conducting Behavior Analysis and Behavior Change Communication highly preferred; Strong written and spoken Tetum and English skills required. Rural Livelihoods Specialist: Provide overall leadership, management and general technical direction of the project’s rural livelihoods interventions. Develop and implement training and capacity building activities focused on increasing household and microenterprise productivity and income through market-oriented approaches, improving nutrition among pregnant and lactating women and children under five, and building household resilience to shocks. Coordinate with the project’s Nutrition and Health Specialist, Gender and Youth Specialist, and other senior specialists to ensure an integrated project and promote consistent messages across interventions. · Qualifications: Master’s degree in economic development, community development or related field preferred (bachelor’s degree in related field required); Minimum of 6 years of experience implementing and managing rural development projects at the community and household level in Timor-Leste and/or Southeast Asia required; Demonstrated understanding of USAID Feed the Future, gender and value chain techniques and approaches required; Experience in capacity building and skills transfer required; Strong written and spoken Tetum and English skills required. Rural Finance Specialist: Work with financial intermediaries (credit and savings cooperatives, microfinance institutions (MFIs), and commercial banks) and finance-providing value chain actors (such as input suppliers or buyers) to expand their capacity to undertake rural enterprise and agriculture-related investments; and support product development. Provide technical assistance to strengthen financial intermediaries’ ability to mitigate perceived and actual lending risks and identify strong, creditworthy borrowers. · Qualifications: Master’s degree in finance, business administration, agricultural economics, or related field highly preferred (bachelor’s degree in related field required); Minimum of 6 years of experience in finance in Timor-Leste and/or Southeast Asia required; Familiarity with local financial markets and rural finance providers required; Experience working on USAID or other donor-funded agricultural development projects preferred; Strong written and spoken Tetum and English skills required. Gender and Youth Specialist: Lead all gender and youth activities and closely collaborate with all other partners involved. Build upon existing efforts to reduce women and girls’ vulnerability to poverty and gender-based violence and improve access to relevant services. Liaise with fellow technical specialists to design and implement training and capacity building activities to promote entrepreneurship among women and youth. Prepare and conduct trainings on gender and youth topics for staff and project partners. · Qualifications: Master’s degree in sociology, gender studies, economics, or related field preferred (bachelor’s degree in related field required); Minimum of 5 years of experience conducting gender and youth analysis and integration programming in Timor-Leste and/or Southeast Asia­including on-the-ground participatory approaches to research­is required; Demonstrated understanding of USAID Feed the Future, gender, youth and value chain approaches, and experience with USAID-funded projects preferred. Monitoring and Evaluation (M&E) Specialist: Lead all M&E activities for the project. Lead operational decision making and manage project components dealing with M&E including overseeing data collection, Performance Monitoring Plans (PMP), and results reporting to meet USAID Feed the Future requirements. · Qualifications: Master’s degree in statistics, sociology, or related field highly preferred (bachelor’s degree in related field required); Minimum of 5 years of progressively responsible work experience designing, implementing and managing M&E systems for international development projects in Timor-Leste and/or Southeast Asia required; Strong background and skills in quantitative and qualitative research methods, survey design and implementation, and statistical data analysis required; Experience working on USAID or other donor-funded development projects required; Strong written and spoken Tetum and English skills required. - Finance and Administration Director: Provide leadership, oversight and management to the project’s Finance/Accounting and Administrative staff. Ensure all project financial transactions are allowable, reasonable and allocable based on the established financial management policies of ACDI/VOCA, USAID and local regulations. Prepare monthly, quarterly, and annual financial reports, support preparation of annual project budgets, and ensure all program ledgers and accounts records are up to date and accurately represented. · Qualifications: Graduate degree in finance, accounting or related field preferred (bachelor’s degree in related field required); Minimum of 5 years of work experience with an international development organization in a relevant senior-level position working in financial management required; Experience with USAID contracts preferred; Demonstrated knowledge of local accounting standards and experience with accounting software such as QuickBooks required; Demonstrated expertise with USAID rules and regulations, including A-110, A-122, the Code of Federal Regulations (CFR) and A-133, knowledge of Regulation 11 is preferred; Fluency in written and spoken Tetum and proficiency in English required. Procurement, Contracts and Grants Specialist: Oversee and manage all procurement, subcontracting and grant award processes. Proactively monitor all grant and subcontract activities to ensure compliance with ACDI/VOCA, USAID and local guidelines. Provide strong procurement, purchasing and compliance advice and support to the Finance and Administration Manager, project staff, and other appropriate management. · Qualifications: Graduate degree in finance, accounting or related field preferred (bachelor’s degree in related field required); Minimum of 5 years of work experience with an international development organization directly managing a portfolio of subcontracts and grants required; Experience negotiating vendor contracts and/or managing vendor and sub-contract relationships required; Experience with USAID contracts preferred; Fluency in written and spoken Tetum and proficiency in English required.
