The Association worries that rate increases resulting from the construction of the proposed $8 billion dam will seriously affect the viability of mills and mines around the province. In response, BC Hydro announced a $100 million fund to assist these large energy consumers to adjust to electricity rate increases. So, where does that leave the rest of us? Residential rate payers and small- and medium-sized businesses will be hit doubly hard. We are already seeing our power bills jump to pay for BC Hydros existing debt. If Site C were to go ahead, not only would we be paying for a dam that experts say we dont need, we would also be subsidizing the large corporations. Site C would hurt all BC residents. The utility has told the Energy Board that it now expects to lose $99-million this year, because of its clients inability to pay their bills. The Journal de Montreal says in April Hydro Quebec estimated losses at almost $90-million but issued the revised figures because of the higher costs associated with the colder weather last year. Its not going to get better either. The utility estimates that losses due to bad debts next year will climb to $105-million. The Union des consommateurs lobby group says the trend toward bad debt will only continue because more and more households will find themselves unable to pay the bills. Hydro rates went up 4.3% in April, which amounts to about $95 more per year for an average homeowner. Hydro Quebec is seeking another 3.9% increase next April.
