So Im in this ongoing, friendly discussion with an acquaintance who supports building infrastructure such as lanes and segregated paths on the belief that if you build it, they will come. It is my understanding that they will indeed come, but in such small numbers as to call into question the wisdom and advisability of the outlay. That the they will primarily be recreational riders, there will be negligible or zero effect on mode share. Is that understanding correct and if yes, what is the most authoritative source to provide for a cite?
