So Im looking for some serious advice and guidance here. I live in a block of flats and Ive had to put up with some psychopaths who live below me for months now. They RAVE, literally RAVE several times a week and I mean blasting music CONTINUOUSLY from say anytime early evening until sometimes midday the following day and at times, Ive come home after work the following night and theyre still blasting music, HECKLING, people going in and out of the apartment, screaming along to the music (and I exaggerate not when I say they scream). Ive been able to call the police on them once, because they broke out into a fight and damaged communal property, which spilled out into the street at 4AM on a Tuesday morning - young kids, toddlers and babies were involved too (turns out the parents had taken their kids to the rave and were now being screamed at by their psychotic drunk father, on the street, in the pouring rain, on a school night). The police didnt get here in time, FYI. Anyway, I cant call the police because its not a police matter apparently, its a council one. Coventry has ONE car in the whole of the city that attends to noise disturbances and can take anything from an hour + to attend to your complaint. Not to mention theyre not 24 hours so if the raving starts at 3AM, which theyve done multiple times before, I have no one to call. Further to this, the noise needs to be witnessed once for a warning letter to be issued to the property - which theyve had. It needs to be witnessed a further FIVE times before legal action can be taken; out of 15+ complaints Ive made, the council have managed to come out to me and witness it that ONE time. I havent been to the door myself, as the person responsible has come to my door numerous times, being drunk and threatening and Ive refused to open the door on him. Weve managed to locate and inform their landlord who, quite frankly, didnt give a shit. Is there anything else I can do?
